Yes, emergency management needs the help of civil engineers for disaster recovery.

When I worked at Washington State Emergency Management Division (21 years ago), there were several full-time project positions filled by civil engineers who managed all the various infrastructure and public assistance (PA) worksheets. As I recall, the folks filling those positions back then were retired engineers and just looking to stay active. With a booming economy and construction here in the Northwest, these might be the ideal candidates to fill them again.
