The challenge for the recent graduate is that typically they don't have much, if any, experience. This type of internship provides resume building and good references (should you perform well). And, in my experience, the best of the crop of interns "sometimes" makes the transition to a full-time position at the agency they supported as an intern.
If you are in school now, go talk to your home town emergency management office over the Christmas vacation and see if they have any unpaid intern positions available, or that can be created for you to fill during the Summer of 2017.
