There are a bunch of adjectives one could use to describe the current bureaucratic system for disaster recovery that is administered by FEMA. "Slow" and "complicated" are two that come to mind immediately. 

While the author of the article linked above suggests pre-registering, does anyone reading this think that that record could be found at the time of your application? One of the frequent comments from disaster survivors is that they have had to resubmit paperwork numerous times since it kept getting lost by FEMA.
