State Measures to Improve Large Project Management and Control

Alabama Project management training recently completed for central data authority, but no major projects in process. Dept. of Human Resources is developing a major system using two consultants monitored by a control consultant.

Arizona Information not available.

Arkansas Usual project management efforts involving single or multiple agencies. Developed and implemented methodologies and standards for all project development efforts.

California Information not available.

Colorado Requirement of feasibility study for those projects greater than 500,000 including a detailed project plan with milestones.

Connecticut The state has adopted a standard project management methodology and about 1,200 state employees have been trained in its use. It is not mandatory to use the standard methodology but nearly all projects are required to use some type of project management methodology.

Delaware Mainframe development in Delaware currently uses PAC-II for project management and tracking. Soon to move to WINGS from AGS Management; Client-server uses FIRST CASE. Considered RAD/JAD as an approach with mixed success. The problem is time costs when using methodologically-base tools.

Florida Legislation enacted that sets up project management

Georgia Currently in the process of implementing a development and maintenance methodology. The basis of this methodology is AIM from AXIOM. Purchased and implemented project management standards and tools from ABT called Project Workbench. Currently have a full-time methodologies and a full-time project manager who assist the staff with these tools and methods.

Hawaii Hawaii has not enforced a standard project management method or tool for use by all agencies. The central service agency uses MicroMan II for project scheduling and control. The standard methodology for systems development is SDM/Structured. The methodology will be replaced by a more diverse, up-to-date product as soon as a project can be staffed to complete the specification and bid. The planned new methodology will incorporate information engineering and automate analyst work throughout the life cycle.

Idaho Looking at organizational changes.

Illinois Uses project management with good management control; has methodology and communications standards that show planning and overall state direction.

Indiana Nothing particularly different beyond standard project management but there is a formal overview monthly with data processing oversight commission as well as any internal review processes.

Iowa Standard project management with management reviews.

Kansas For large projects, requirements are that a sufficient number of state employees retain knowledge, agency input, set dollar amounts based on consultant deliverables that changes stay within budget, and that all branches are kept informed. Develop audit standards and future project oversight by KIRC.

Kentucky The Dept. of Information Systems is addressing the subject problems by upgrading programming languages to decrease development time. Project management, control and scheduling will be accomplished through the use of the MicroMan package from POC-IT. Projects are currently being estimated using the CA ESTIMACS too. Standards are currently being developed for the use of these products.

Louisiana Louisiana does not have a central data processing control entity. The major departments have their own data processing sections which operate autonomously. While some of these departments have adopted their own methodologies, there are no statewide standards or procedures.

Maine Use guide methodology. Has a set of development standards/guidelines/

recommendations.

Maryland Creation of Office of Information Technology and Chief of Information Technology who reviews and monitors major projects quarterly. From the beginning, complex and/or large projects require a full-time project manager who has skills in information technology and the program area of what the project is trying to do (finance, social services, etc.).

Massachusetts Requires job plans for all its IT bond projects as well as quarterly reports to its IT oversight agency (OMIS). Each project is funded incrementally based upon the status of its quarterly report and its request for additional work. Have also competitively bid out oversight on several projects.

Michigan Continuously improving its adopted standards and procedures for project management and systems development life cycles and creating internal and external partnerships for quality assurance purposes to share information technology and expertise.

Minnesota Developing methodology guidelines. Independent performance review/risk assessment currently under way for major state system development project.

Mississippi The Central Data Processing Agency provides optional project management. Usually on large projects, CDPA is involved, agency MIS and third party vendor with an occasional second party quality assurance vendor.

Missouri Large projects in the state are being developed utilizing the IEF I-case development methodology which has been adopted as a standard by the majority of agencies.

Montana Have had large projects with success; has project management requirements that were clearly outlined in RFPs which have laid out methodology; also require retainage until deliverables are approved.

Nebraska Uses standard project management software; major customers meet monthly to review plans and budget implications.

Nevada Governor is proposing information technology changes to underscore centralized standards.

New Hampshire Exploring systems life cycle and systems development methodology. Exploring RFP for first steps to identify methodology in health and human services. Dept. of Transportation is using information engineering approach.

New Jersey Review of existing Spectrum development methodology is planned.

New Mexico Concerned with managing and controlling the development effort of large scale projects. The Applications Development group at the Central Host Site, General Services Department , Information Systems Division, uses SDM70 as our current shop standard for development. We are looking at methodologies, the front runner of which is IEM.

New York For large projects, use peer review process with steering committee including other agency experienced members.

North Carolina Central service organization has recently completed update of systems development methodology including project management; also assessing vendor offerings for project management packages.

North Dakota Use standard project management software.

Ohio Not beyond standard project management.

Oklahoma Legislation passed that sets responsibility for standards in telecommunications plans which fold into an inventory and master plan. OSF approves purchases for compliance with plan. For projects in interim, an analyst must review for it to move forward. Plan calls for hub cities that will have servers and routers used by both agencies and cities.

Oregon Every project greater than $500,000 requires agency to set aside five percent for independent quality assurance review. QA contractor reports to Information Resource Management Div. and agency director. Allows for early warning.

Pennsylvania Project/study culminating in a directive with quality assurance checks in major projects; done by outside consultant with the report going to the agency head. Governor's policy office has established policy on access to information.

Rhode Island Starting training effort on project management and implementing a new methodology.

South Carolina Nothing specific in place on statewide perspective.

South Dakota I/S has initiated a process to review and update the current project methodology to improve quality and to adjust it for new technologies (i.e. client/server application development). A contract management process is also being established to ensure that outside contractors meet appropriate standards. A Joint Application Design (JAD) process has requirements. By January 1, a new bureau-wide service request tracking system will be available which will provide a common front door and central control for all projects.

Tennessee Has state standards. Policy that state manages projects.

Texas Legislative Budget Board, State Auditors Office and the Department of Information Resources (DIR) form the Quality Assurance Team that monitors high-risk projects (those with a life cycle greater than $1 million); working on process improvements. DIR is actively involved with the Software Quality Institute in the design of educational programs dealing with quality improvement and measurement.

Utah Have adopted methodologies that are flexible.

Vermont Created CIO and joint oversight committee in legislature which will work together to ensure accountability.

Virginia Currently has an oversight committee known as the Council on Information Management. The membership of the CIM is made up primarily of senior IT executives from major corporations headquartered in Virginia. The CIM and its staff is responsible for developing statewide policies, standards and guidelines on such things as: information security, contingency management, large and small scope project management, database selection, use of CASE tools, maintenance and enhancement projects and estimating alternative technology systems costs.

Washington Major project feasibility is integrated with the agencies' budget process and subjected to review as an integral part of the business. If the project is approved by the Legislature, a rigorous oversight process is followed including frequent review and assessment with results reported to key stake holders, the legislature and the Information Services Board.

West Virginia Information Services and Communications uses several project management, workflow, and case tools software applications to help manage both existing and proposed systems development projects. We also encourage and, upon request, assist other state agencies in their long range planning efforts.

Wisconsin Done on an agency-by-agency basis.

Wyoming Evaluating project management packages.

Washington, D.C. Various off-the-shelf software packages are in use for schedule and resource control on an agency-by-agency basis.
