The applicant, Randall Smith of USA Tower Systems, was granted a permit to install towers at South Business 45, across from the old Home Depot warehouse, one in the 2700 block of West Park Row Blvd. and one in the 200 block of W. First Ave.
The towers range from 150 to 195 feet tall and will be fenced around the base. Each tower will be used to deliver broadband wireless internet connections for businesses and residence in a 2.5 mile coverage area.
All three ordinances passed on a majority vote but Councilwoman Pct. 1 Susan Hale voted against the tower to be located on West First Avenue, due to its proximity to the Historic Downtown area.
Pct. 4 Councilman and Realtor, Jeff Smith, suggested to the landowner of the property on South Business 45, the tower be moved away from the road frontage as not to decrease the land’s potential commercial property value.
The Council also voted to amend the Animal Control Running at Large ordinance to require owners of pets, picked up on a second offense, to pay to have the animal spayed or neutered. The change passed on a majority vote but Councilwoman Pct. 2 Ruby Williams and Smith voted nay. Smith said he has an issue with penalizing the “good” dog owners. Hale said she felt the ordinance was less restrictive than some cities which require all dogs and cats within the city limits to be spayed or neutered.
Approved Items on the agenda for the City Council meeting include the following ordinances and resolutions:
- Request for a Specific Use Permit for an electric substation for Block 1009, Lots A and 1-6, located at southeast corner of East Rob Avenue and Navarro Drive.
- Request for a zoning change from Residential-3 (R-3) to Residential-4 (R-4) and a Specific Use Permit for a manufactured home for Block 1009, Lot I at 215 East Oak Grove Road. Matt Feuerbacher of Dallas intends to place a new manufactured home on the site.
- Request for a Specific Use Permit to install telecommunication towers for Block 132, Lot 4 at S. Business 45; Block 593, Lot 1 at 2703 W. Park Row Boulevard; Block 261, Lot C-1 at 220 W. 1st Avenue.
- Request to close and abandon the northern portion of East Lane between Block 826D and Block 826E. The city voted to close a portion of the road which cuts through the property of Paul and Melody Smith. The Smith’s have been mowing and maintaining the property.
- Proposed amendment to Chapter 13, entitled Municipal Fees, of the City Code of Ordinances to provide changes and additions of certain fees. The City voted to charge actual cost for copies of electronic media.
- Proposed amendment to Chapter 2, entitled Animal Control, Article 2.600 Running at Large, of the City Code of Ordinances to add section 2.602, Spay/Neuter Requirements and Exceptions.
- Consider authorizing the City Manager to establish a brokerage account and designate an additional signatory. This allows the City to put in use a $25,000 donation of mutual fund stock for the renovation of Temple Beth-El, the historic Jewish synagogue located at 208 S. 15th St.
- Consider accepting the donation of property located on the southeast corner of East 15th Avenue and South Beaton Street. At the recommendation of Elizabeth Borstad, Engineering Director for the City of Corsicana, the City agreed to take over the flood zone property to ensure it its not developed and to have access to the area in case of emergencies.
