Congress Passes Intelligence Reform Bill

Legislation creates new director of national intelligence

On Wednesday Congress approved the National Intelligence Reform Act (S.2845), which will create a new director of national intelligence and a national counterterrorism center.

The legislation, based off of the 9-1-1 Commission's recommendations, reorganizes national intelligence and gives power to the new director to help facilitate information sharing between intelligence agencies.

President Bush is expected to sign S.2845 soon.

On Wednesday Congress also approved the Enhance 9-1-1 Act of 2004 (HR 5419). HR 5419 includes legislation authorizing state grants to upgrade emergency 9-1-1 services. The bill authorizes $250 million in grants only be used for the implementation and operation of phase II enhanced 9-1-1 (E9-1-1) services.
