Highway 55 Hastings, MN 55033 Ph: (651) 438-4572 Fax: (651) 438-4405 Deadline: 3:30 p.m., 4/19/2002 Dakota County is seeking proposals for an automated system to link and communicate County, division, and department goals, outcomes, activities, and measurement information. The County Administrator, Division Directors, Department Directors, and other managers in the County will use this tool to monitor and communicate a core set of quantitative measures related to the efficiency, effectiveness, responsiveness, and capacity of programs. The tool is intended to enhance the County's ability to communicate priorities and consider measures in its planning, budgeting, management, and improvement of programs and services. 5 Interested vendors must submit six hard copies of the proposal by 3:30 P.M., 4/19/2002, to the project manager. An electronic copy of the proposal, in Word or WordPerfect, must also be included. Faxed and/or late proposals will not be accepted. Any questions regarding this Request for Proposal must be directed to the project manager. Questions and responses will be e-mailed to all bidders who include an e-mail address. Bidders who do not have e-mail may request that a hard copy of the questions and responses be conveyed via fax or regular mail. Hand-delivered proposals should be brought to the 3rd floor reception desk for County Administration at the address above, and given to Marlene Mailhot. A voluntary information meeting for bidders will be held 4/10/2002 from 9:00 a.m to 11:00 a.m. Please meet in the main lobby of the Dakota County Administration Center, 1590 Hwy 55, Hastings, MN, at 8:55 a.m. The purpose of this meeting is to familiarize your team with the status of the County's outcome measurement system, describe how this proposal fits within that system, and to address any questions that may arise prior to the submittal of proposals. Bidders unable to attend in person may participate via teleconference. Dakota County reserves the right to waive conditions of the Request for Proposals, to cancel the RFP at any time, to reject proposals based on the evaluation criteria, to accept other than the lowest cost proposal, and to negotiate proposed fees. Dakota County will not be responsible to reimburse any part of any costs incurred by applicants as a result of preparing or submitting a proposal. If awarded a contract by the County, applicants are held legally responsible for their proposals. Applicants are not to collaborate, for the purpose of restricting competition, with other applicants or competitors in developing proposals. If the proposal is accepted, no change in proposed project personnel will be permitted unless approved in writing by the County's project manager. A selection committee will review and rank proposals. The selection committee will interview at least the top three firms. The interviews are tentatively scheduled for 4/12/2002. Firms selected for interviews will be informed of the exact time and place by telephone and in writing by Usps mail. The maximum budget for this project is $60,000. A contract for the price agreed to with a maximum cost not to exceed will be executed between the successful applicant and Dakota County. The County will separately budget for annual software maintenance and support needs after the first year. A final schedule will be agreed upon prior to execution of the contract. Companies demonstrating a capability to execute the project more quickly while maintaining quality may receive preference.
