Fifteen Programs Honored for Innovation and Excellence in E-Government

Federal, state and local winners of the Government Solutions Center Pioneer Awards

The E-Gov Institute recently announced 15 agencies -- federal, state and local -- as winners of the Government Solutions Center Pioneer Awards. These awards recognize programs with innovative best practices delivering essential e-government services to citizens, businesses and other public-sector organizations.

The awards are part of the Annual Government Solutions Forum to be held June 2-4, 2004 at the Ronald Reagan Building and International Trade Center, Washington, D.C. The winners will be recognized at an awards banquet on Thursday, June 3, and will showcase their winning programs at the event. During the exhibition, government attendees will be invited to vote on the best e-government solution for 2004 based on their evaluation of the 15 Pioneer Awardees. The Government Choice Award will be announced at the awards banquet.

The Government Solutions Center Pioneer awards were selected by an independent panel of public- and private-sector leaders actively engaged in the business of e-government.

The Pioneer Award winners are:

1-800-MEDICARE
Department of Health and Human Services, Centers for Medicare and Medicaid Services
Using innovative technology solutions at the 1-800-MEDICARE Helpline, the Centers for Medicare and Medicaid Services' virtual call center strategy provides more than 40 million beneficiaries with one-stop shopping for their Medicare inquiries. These technology enhancements and streamlined business processes significantly increase the effectiveness and overall quality of service at 1-800-MEDICARE by providing more consistent and accurate information.

Bomb and Arson Tracking System (BATS)
Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF)
The BATS program is an incident information management and sharing tool developed by ATF with the direct and continuing assistance of state and local law enforcement agencies. The BATS is a tool built upon a secure platform and is solely dedicated to fire, arson, bombings, recovered explosive and incendiary devices, hoax devices and threats. The BATS provides state, local and other federal law enforcement agencies the ability to receive and exchange real-time information concerning fire, bomb and arson related violent crimes contributing directly to increased efficiencies -- improving case solvability and decreasing costs.

Defense Medical Logistics Standard Support (DMLSS)

DMLSS is a single, integrated Department of Defense medical logistics automated information system designed to enhance health-care delivery in peacetime and to promote wartime readiness and sustainability. Currently deployed in over 110 military treatment facilities, DMLSS is an integrated transaction based tool managing all aspects of military medical logistics.

Free Application for Federal Student Aid (FAFSA) on the WEB/PIN Site
U.S. Department of Education, Federal Student Aid
FAFSA on the Web enables students to securely complete and submit applications for Federal student aid via the Internet. Applications are submitted directly to the U.S. Department of Education's Central Processing System for processing. The U.S. Department of Education's PIN registration site is used to authenticate students for accessing data, as well as electronically signing FAFSA forms and promissory notes.

The Postal Service's new Integrated Business Service Network (iBSN) integrated six separate and disparate legacy systems into a single repository of service information for the agency's largest and most sophisticated business customers. iBSN is a sophisticated electronic CRM (customer relationship management) solution that supports high-performance customer service delivery serving approximately 14,000 external customers representing $37.7B (56 percent) of the agency's fiscal '03 commercial revenue.

Investigative Information Management System (I2MS)

I2MS is the next generation of information management tools for criminal and counterintelligence agents that support this mission. I2MS is an activity-based system, which captures the entire investigative and management process from beginning to end, allowing agents and leadership to keep abreast of significant information and/or intelligence developments on a 24/7 worldwide basis.

The Kansas trucking portal hosts six interactive credentialing applications, a tax filing application, and a multitude of information from the various state and federal agencies that hold jurisdiction over the Kansas motor carrier industry. The trucking portal enables motor carriers to perform the necessary tasks from their home, business or truck stop 24/7.

Keep in Touch

The Fairfax County Public Schools Keep in Touch e-mail update service provides parents, students and community members with timely information from the school system. The division and more than 250 individual schools use the system for routine and emergency communications. Keep in Touch is a self-subscribe and self-unsubscribe system, giving participants total control over the information they receive.

Modernized e-File System (MeF)

Modernized e-File (MeF) is a scalable new system for processing corporate and exempt organization tax returns, providing real-time transaction processing, Internet filing of returns and the ability to attach third-party documents to the return. Through extensive electronic means, MeF provides enhanced tax and information services, making it easier for organizations to interact with the IRS, and to meet their filing obligations for the first time through electronic filing -- all at a lower cost for the organization and the IRS.

NASA Web Portal
National Aeronautics and Space Administration (NASA)
NASA's public Web portal provides for a high-impact and innovative way to communicate directly with the public. Content from across NASA flows through the portal to targeted audiences, such as students, the media and the general public. Its secure, robust infrastructure has easily handled 10 billion hits in 2004. The combination of dramatic content and high-performance infrastructure has resulted in record customer-satisfaction ratings.

National File Tracking System
Department of Homeland Security, United States Citizenship and Immigration Services, Office of Records Services
The National File Tracking System (NFTS) is designed to support the tracking of all citizen and immigrant files located anywhere in the world. NFTS has improved the quality of this tracking as well as consolidating and merging related files across disparate applications. Within 10 years, NFTS will have demonstrated a return on investment of over $8 million dollars. NFTS was successfully deployed in November 2002 and is accessed today by over 30,000 users in 84 sites located across the globe from Washington, D.C. to Bangkok.

Patent E-Gov

The United States Patent and Trademark Office (USPTO), as part of its 21st-century strategic plan, implemented an electronic application processing system: Image File Wrapper (IFW), now the official legal record for patent applications. IFW replaces paper files and contains all documents related to patent application prosecution. IFW provides improved public and USPTO employee access to applications; elimination of lost applications and papers; increased processing efficiencies and improved customer service.

Student and Exchange Visitor Information System (SEVIS)
Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE)
The Student and Exchange Visitor Information System (SEVIS) provides access to accurate and current information on nonimmigrant students and exchange visitors and their dependents. SEVIS enables schools and program sponsors to transmit information via the Internet to ICE and the Department of State. SEVIS receives status events for international students and exchange visitors such as admissions at a U.S. port of entry, changes of address, employment notifications, and changes in program of study.

Web-based Point of Sale Hunting and Fishing Licensure

The Alabama Department of Conservation and Natural Resources partnered with the state's Information Services Division, Alabama Interactive, and license retailers to provide an alternative to paper licensing. The new system is a Web-based system accessible to any computer with an Internet connection and printer. The Web-based system has created hundreds of thousands of dollars in cost savings for the department and the state's largest retailer.

Wide Area Work Flow -- Receipts and Acceptance (WAWF-RA)

WAWF-RA is a Department of Defense Web-based system that allows electronic submission, acceptance and processing of invoices and reports resulting in no lost paperwork and no interest penalties. WAWF-RA allows government contractors to submit and track their invoices and receipt/acceptance documents electronically and allows government personnel to process receipt and payment-related documentation in a real-time, paperless environment. Increased efficiencies, lower costs and speedier payments have resulted for government contractors and the WAWF-RA Program Office.
