Powell County, Mont., Adopts VoIP Emergency Dispatch System

County uses intelligent E911 workstation to streamline emergency calls for surrounding towns and state penitentiary

Powell County, Mont. installed XTEND's PC/PSAP Intelligent E911 Workstation to streamline, record and locate emergency calls to reduce response time and comply with state law requiring all districts to install E911 services by December 2005.

Prior to the implementation of the E911 Workstation, Powell County emergency dispatchers used an antiquated key system where victim callers provided their phone number and address to the call taker, creating inefficiencies and wasting precious time in the event of a life-threatening emergency. Moreover, the county's large elderly population often called the sheriff's office directly rather than dialing 911, creating extra steps and significantly slowing response time for answering, tracking and appropriately dispatching emergency calls. And with a concentrated elderly population and 1,000 inmates at the Montana State Penitentiary located within the Powell County border, public safety communications was a critical issue to local law enforcement and emergency personnel.

Powell County turned to InfoMine of the Rockies to implement XTEND's PC/PSAP Intelligent E911 Workstation to locate, record and precisely dispatch emergency calls. The scalable solution required no proprietary switching equipment and integrated seamlessly into the county's existing Avaya IP Office VoIP private branch exchange (PBX) system, enabling the public safety answering point (PSAP) to immediately identify the exact location of a victim/caller. InfoMine provided the Avaya PBX and 3Com data network infrastructure, which together with the pc/psap, brought Powell County a state-of-the-art public safety solution.

Powell County's multi-functional dispatch center consists of two PC/PSAP dispatch workstations and one administrative workstation. All administrative and emergency calls are immediately recorded and available for reference and replay at any time.

"XTEND's PC/PSAP Intelligent E911 Workstation has enabled Powell County to automate the emergency response process, providing all necessary functions from the comfort of the call taker's computer, ultimately saving time that saves lives," said Scott Howard, sheriff of Powell County. "The system's flexible architecture can easily integrate with the prison's mapping system and local law enforcement, Master Street Address Guide (MSAG) and TTD/TTY databases, giving dispatchers the most precise victim communication and location available. With XTEND's solutions, Powell County residents can rest easy knowing a state-of-the art call center is available to take their emergency call."
