California's Department of Health Services Implements Software for HIPAA Compliance

State agency extends its legacy systems to guarantee continuity of healthcare coverage

The California Department of Health Services (CDHS) has successfully implemented Pervasive Business Integrator to achieve federal compliance for HIPAA (Health Insurance Portability and Accountability Act) transactions and ensure uninterrupted medical coverage for more than three million Californians. Pervasive's software will handle approximately 10 million transactions per month and is embedded within the medical benefits programs that run on the state's mainframe.

California's DHS supports the country's largest state Medicaid program with 6.5 million beneficiaries and 40 different managed care plans. With nearly 50 percent of Medicaid beneficiaries enrolled in managed healthcare, CDHS exchanges multiple transactions with these health plans requiring complex data validation and translation processes.

With Pervasive Business Integrator, CDHS staff can quickly design and test data transformations and processes on a workstation and then deploy them as an embedded service on the mainframe for execution on demand. The Pervasive solution allows CDHS to combine existing legacy systems with modern technology so that they can get more out of existing investments. Legacy processes that once required three people to code and maintain are now expected to take just one person a few hours for basic modifications.
