The order requires the development of privacy and information security principles that will guide government agencies in their daily efforts to protect citizens' personally identifiable information.
"In many ways, privacy and information security are a matter of customer service," said Manchin. "This will enable government to better serve its customers -- the citizens of West Virginia. This builds upon the fine work already undertaken by the chair of the Health Care Authority and her staff pursuant to a previous executive order, as well as the work of the CTO and his office."
WVHCA Chair Sonia Chambers will be responsible for protecting the privacy of confidential and personally identifiable information collected and maintained by Executive Branch agencies, while state CTO Kyle Schaffer will be responsible for information security for all Executive Branch agencies.
The HCA Chair and CTO are also required to develop privacy and information security programs and teams comprised of representatives from all Executive Branch department-level organizations that will develop and implement new policies and conduct audits of agency privacy programs.
"Privacy and information security is a priority for my administration," said Manchin, "and these programs will balance individuals' right of privacy against others' need and right to access confidential and personally identifiable information."
