The one thing that gives me hope for FirstNet is that you have a competent wireless carrier implementing the network for the nation. Government is only on the periphery and should not be able to screw it up, too much.

A reminder to everyone, you as a government and/or an agency will have to choose to sign-up with AT&T. There is nothing automatic about it. Verizon will certainly be out talking to their customers about what they can do to provide enhanced and "dedicated" services, but they can't provide band 14, which is only being licensed to AT&T. 

Be sure to talk with both Verizon and AT&T representatives when they com calling to understand your options and their services.

For rural jurisdictions, you might want to wait to see how AT&T is able to roll out enhanced services to where you operate before making the switch. There will be more towers in every state, but those won't just "pop up" immediately.
