Wisconsin Hires First-Ever CIO

MADISON, Wis. -- Gov. Scott McCallum announced the appointment of Rebecca Heidepriem as the states first CIO and secretary of the new Wisconsin Department of Electronic Government.

"It is my intent to lead Wisconsins march forward to the cutting edge of technology, and this announcement today is a clear signal that Wisconsin is serious about becoming a leader in the new economy," Gov. McCallum said at a news conference. "An informed public can be a powerful force for change."

Officials said the announcement is the first major step toward unifying all state government IT management functions under the CIO. During its most recent session, the state Legislature embraced the governors proposal for a new e-government focus and created the CIO position and the new department in the 2001-03 budget. Gov. McCallum signed the budget Aug. 30.

The new department will be created through reallocation of existing IT staff across state government. The governor said, given the states tight fiscal condition, the efficient, effective and strategic use of existing resources is the best means of implementing electronic government in a timely fashion. The state currently spends $350 million annually on IT-related purchases.

Heidepriem said her immediate focus will be to establish a long-term strategy that should allow for better management of technology investments, improved information management and more efficient and faster e-services to citizens.

"This is a calculated restructuring of resources to ensure that we make the best possible use of state governments investment in technology," she said. "We need to quickly offer a wider array of direct electronic services, such as educational classes and submission and payment for licenses and permits as well as applications. And we must be prepared to offer local governments the ability to provide these services. The new economy does not tolerate a slow pace."

Heidepriem is a 19-year veteran of Xerox. Her most recent assignment is in Milwaukee as manager of sales operations for the Upper Midwest Customer Business Unit. She said she is honored to join Gov. McCallums cabinet and shares the governors belief that technology can help government better meet the needs of customers and constituents.
