Blunt Signs Children's Services Protection Act

Bill prevents diversion of taxes approved for Michigan children.

Gov. Matt Blunt visited Youth in Need where he signed legislation establishing the Children's Services Protection Act. The legislation will prevent tax dollars approved for children's services from being diverted to pay for infrastructure through a Tax Increment Financing (TIF) project.

"Our children are our future, and we must do everything we can to guarantee their education and safety," Gov. Blunt said. "This legislation ensures taxes approved by Missourians to help enhance the lives of our children will not be diverted because of a TIF project."

"The voters of St. Charles County made it very clear where they wanted their tax money to go and it is our duty to respect their wishes," said Rep. Tom Dempsey. "We have thousands of children in need and the money to provide the services they require is instead being used to pay for roads and sewers. I am pleased Gov. Blunt signed this bill to ensure the money is going to the projects for which it was intended."

House Bill 184, sponsored by Rep. Tom Dempsey, ensures that voter approved funding for children services is not used for infrastructure like utilities or street improvements. The legislation requires any city or county that approves a TIF project after Aug. 28, 2007 to reimburse the Community Children's Services Fund for the amount of the tax revenues used for the TIF project.
