Tremendous gains from cabinet-level CIO says Mayor Franklin
Atlanta Mayor Shirley Franklin kicked off the city's IT expo recently, saying that 15 years ago city government kept payroll records on cards in shoeboxes. Four years ago, as mayor, she proposed a CIO at the cabinet level, and Franklin said tremendous gains have resulted.
