JOB TITLE: Executive Director, Colorado Statewide Internet Portal Authority (SIPA)

SUPERVISOR: Colorado Statewide Internet Portal Authority Board Chairperson

NUMBER OF SIPA EMPLOYEES SUPERVISED: One to three

RESPONSIBILITY: The Executive Director is responsible for providing leadership, vision, and executive management for the SIPA. The Executive Director will advise the SIPA Board as well as develop and implement the Board's policies, directives, and initiatives. In addition, this position is responsible for managing the SIPA office, preparing the annual budget, recommending updates to the SIPA Annual Strategic Plan, and oversight of the Independent Verification and Validation (IV&V) and Portal Integration Contractors. The Executive Director is required to be proactive in establishing and maintaining relationships with Colorado state agencies as well as cities and counties. Finally, the Executive Director will assure that Colorado citizens and businesses are kept informed concerning SIPA initiatives, projects, capabilities, and services.

SPECIFIC DUTIES:
  • Report to the Board and be under the daily supervision of the Board's Chairperson
  • Provide executive leadership to SIPA staff members
  • Respond to the directive of the Board
  • Provide daily supervision over the financial health of the SIPA (actual performance against approved budgets) and provide the Board with frequent, accurate, and complete financial reports
  • Be responsible for all the physical assets owned or leased by the SIPA
  • Supervise and conduct studies and analyses as directed by the Board or deemed necessary for the proper management of the SIPA
  • Supervise the procurement of goods and services required for the proper functioning of the SIPA
  • Be responsible for all staff personnel actions with final approval by the Board
  • Negotiate and renegotiate contracts on behalf of the SIPA as directed by the Board
  • Oversee, monitor, and when necessary supervise the day-to-day operations of the portal through the integrating contractor or contractors
  • Review and authenticate all invoices presented to the SIPA for payment
  • Perform periodic reviews of employee performance and take appropriate personnel actions
  • Perform periodic reviews of contractor performance and take appropriate contracting actions
  • Prepare the draft of the Board's annual reports to the Colorado General Assembly
  • Assure that all legal matters and questions involve the SIPA's Legal Counsel
  • Review, revise and update the business plan for the SIPA
  • Conduct, review, and provide the Board with information pertaining to new technologies
  • Negotiate with Colorado state government, county governments, and municipalities with respect to potential and actual services provided by the portal
  • Conduct an ongoing program of public information related to the operations and services provided by the portal to the citizens and businesses of Colorado
  • Prepare annually and seek approval from the Board for the SIPA's operations and capital budgets
  • Escalate issues to the Board that are above the decision authority of the Executive Director
  • Seek guidance from the Board on matters pertaining to changes in strategic direction, financial complications, personnel conflicts, or tactical emergencies


    RELATIONSHIP WITH BOARD

    The Executive Director will implement the directions of the SIPA Board. In addition the Executive Director will:

  • Ensure the Board's strategic and tactical decisions are well communicated to all stakeholders and carried out in an efficient and effective manner.
  • Ensure the Board's directions are implemented in accordance with the State's constitutional, statutory, and regulatory guidelines.
  • Maintain the SIPA Strategic Business Plan and all tactical and operational plans required for the successful operation of
  • SIPA.
  • Advise the SIPA Board on the implementation, operation, and maintenance of the portal's technical infrastructure and architecture.
  • Participate in the review and approval of RFPs, vendor selections, and contracts for products and services used to implement portal's functionality.


    ADMINISTRATIVE

  • Advocate and research current e-commerce and e-Government developments.
  • Direct day-to-day operations of the SIPA staff.
  • Manage workload and work assignments.
  • Provide strategic and tactical guidance to the staff.
  • Ensure staff meets schedule deadlines.
  • Ensure staff provides support to the SIPA Board, to customers and to vendors, as appropriate.
  • Manage the administrative/financial affairs of the board and the staff. Administrative functions include the hiring and termination of staff, the authorization of contracts between the SIPA and vendors/customers, and negotiation with State and local governmental entities for support in implementing portal services.
  • Financial functions include establishing and maintaining (monitoring and reporting on) budgetary spending profiles.
    The Executive Director Shall:

  • Demonstrate leadership ability and qualities necessary to lead, manage, and operate a multi-million dollar enterprise, which is both technically complex and publicly visible.
  • Demonstrate financial, personnel, and operational abilities sufficient to conduct the day-to-day business of the Portal Authority in accordance with Colorado state law and the directives of the Board.
  • Possess sufficient written and oral communications with the ability to effectively deal with technical operational matters of the Portal Authority, deal with customers of the Portal Authority, and communicate effectively with the public sector and private Colorado citizens.
  • Have experience with information technology operations, contracting, personnel issues, software and hardware development and maintenance, risk assessment, security, and privacy issues.
  • Have experience with financial management related to a multi-million dollar quasi-public, private partnership authorized by Colorado law.

    QUALIFICATIONS

  • Demonstrable success in business development, planning and management of a multi-million dollar enterprise
  • Business leadership at the executive level.
  • Project management and planning experience
  • Excellent verbal and written communication skills
  • Experience working with public entities
  • Master's degree in computer science, communications, business or related field preferred; bachelor's degree required. Extensive business technology experience may be substituted for master's degree
