CivicPlus will work with the winning organization to design a professional, turnkey e-government Web site. The winner will also receive training on updating and managing the site. Support and hosting for a two-year service period will be included.
Development includes:
- Web site analysis of their current Web site.
- A unique design and layout.
- The winner will work directly with CivicPlus' graphic designer to come up with a professional and attactive "look and feel."
- Site diagram and development of Web site menu structure.
- Site development including the migration and reformatting of existing content, development of new content and pages.
- Training on how the winner will be able to easily administer their own Web site using word processing skills.
- Search engine registration and press releases.
- Ability to add content and menu items by site administrators
- Domain name hosting and maintenance
- Business/Resource Directory
- Document Center
- E-mail lists (unlimited e-mail subscription lists may be set up)

A panel of judges will narrow the applicants to 5-10 finalists. Criteria for selection will be based upon the following:
- A Web site's impact on local government and citizens
- Desire and ability by the applicant to keep the site updated
- Community need
- Financial need
