As the CIO for New York City and DOITT commissioner, reporting directly to Mayor Bloomberg, Menchini helped to establish and build upon a cornerstone of the Bloomberg administration, as well as for all state, local and Federal governments -- the use of technology to support agency missions and make government more accessible, responsive and accountable.
During the September 11th recovery effort, the blackout of 2003, a major 911 outage and the 2005 citywide transit strike, Menchini was responsible for prioritizing and coordinating the recovery of the city's IT telecommunications infrastructure, providing technology support to government operations.

His relationships, reputation and experience will help us connect to government and help government customers leverage our products and solutions to better serve and enable the public. He will also help us as we further develop our relationships with systems integrators and channel partners that serve our public sector customers."
Under Menchini's leadership, New York City revolutionized public access to government through the creation of the 3-1-1 citizen service initiative. This non-emergency telephony initiative now handles more than 15 million calls per year, has reduced 9-1-1 workload by more than 750,000 calls per year, and provided critical information during citywide crises such as the 2005 transit strike and 2003 blackout.
"Technology is seamless in our everyday lives. We only notice when it's not there -- and for government, that's simply not an option," said Menchini. "CA's software and solutions, while they play behind the scenes, are critical to making sure that IT systems are operating securely and to their fullest potential. I'm happy to join CA to help bolster the company's exposure and relationships with public sector customers."
In addition to his tenure with the City of New York, Menchini was previously with the New York City Board of Education, St. Francis College and Cisco Systems in a variety of IT management positions. He also served as an adjunct professor of Information Systems at both St. Francis College and Fordham University Graduate School.
