The new system was developed by the Secretary of State's Information Systems Division as the high-speed alternative for volume filings and costs $4 per filing, which is $2 less than conventional paper or fax filing methods. The system uses extensible markup language (XML), which standardizes how data is collected and allows the Idaho Secretary of State to accept electronic filings from virtually any business. It also uses the secure instant payment gateway developed by Access Idaho, the state's Web portal administrator.
Dubbed the Idaho UCC XML Bulk Filing Service, its other benefits include same-day filing, immediate acceptance/rejection notification, convenient monthly or credit card billing programs and an encrypted password protected connection.
"Our office is committed to improving services to businesses through better technology," said Ysursa. "This new system is much simpler, more cost effective and quicker for our customers who file large numbers of liens."
To begin bulk lien filing, companies must have an ID number and a User Implementation Guide from the Secretary of State, as well as a premium subscription account from Access Idaho. For an assigned ID number, companies need to call the Secretary of State's Fiscal Division at 208-334-5355. The User Implementation Guide describes detailed XML file formats, fields and protocol. The $75 annual subscription fee and lien filing costs may be paid by check from a monthly invoice or by using Visa, MasterCard or Discover.
Up to 99 users, each assigned with a unique username and password for security, may be added to a subscriber account. The system also allows a company-designated contact to edit their respective user roster and view online billing reports.
