Kim Heartley-Humphrey, purchasing director for the Department of Information Technology, tried to get information from Oracle's business partner, Logicon, to justify the $95 million contract before it was signed last year. Meanwhile, Logicon salesmen were talking about her in a series of internal e-mails.
