Levine, Mittleman Appointed to Top New York State Tech Posts

State CIO and Directors for the Offices of Technology and Emergency Management appointed

New York Governor George E. Pataki today announced that he has appointed Michael R. Mittleman as the Chief Information Officer (CIO), Meg Levine as Director of the Office for Technology (OFT), and John Gibb as the Director of the State Emergency Management Office (SEMO).

In his role as Chief Information Officer (CIO), Michael Mittleman will be responsible for implementing the State Technology Strategic Plan, creating information technology policies and standards for state government and coordinating the development and deployment of state government information technology resources. In addition, the CIO develops strategies to improve the ability of the state workforce to employ information technology and helps to facilitate information sharing between and among federal, state and local governments and institutions of higher learning to improve the delivery of government services. Mr. Mittleman joined the Office of the Chief Information Officer as Deputy CIO in August 2002. He chaired the New York State Chief Information Officer Council and collaborates with the state's executive branch agencies to develop an enterprise IT vision and strategy. Mr. Mittleman will earn $145,000 annually.

As Director of the Office for Technology, Meg Levine will oversee the agency in its mission to provide centralized technology services, shape technology policy, and coordinate statewide technology-related initiatives like the governor's initiative to create a "government without walls"-- an initiative aimed at improving government services by making state government more efficient, integrated, cost-effective and accessible to the public by taking advantage of emerging technology. The Office is also responsible for the state's data centers, networks and telecommunications systems and provides technical support to a majority of the state's mission critical services. Meg Levine previously held the positions of Acting Director, Executive Deputy Director, and Chief Administrative Officer for OFT. She has also served as Special Counsel to the state's Chief Information Officer. Ms. Levine will earn $142,317 annually.

As Director, John Gibb will coordinate SEMO emergency management services with other federal and state agencies and assisting local governments, voluntary organizations and private industry through a variety of emergency management programs. During times of an emergency or a disaster, SEMO coordinates the response of all state agencies to ensure that the most appropriate resources are dispatched to impacted areas. Gibb worked as an emergency planner for 11 years at SEMO before becoming Assistant Director for Planning, where he lead the agency's planning, radiological emergency preparedness, and technical assessment and evaluation programs. Mr. Gibb will earn $125,000 annually.
