Minnesota Deploys Unemployment Insurance System

Solution will modernize services and improve productivity.

St. Paul, Minn.-- The Minnesota Department of Employment and Economic Development (DEED) will implement business process redesign and technology modernization services in order to improve productivity and enhance customer service, as part of DEED's Unemployment Insurance Technology Initiative Project (UI TIP).

The Minnesota Unemployment Insurance Program was originally established with the primary purpose of providing a temporary partial wage replacement to Minnesota residents who had become unemployed through no fault of their own. In 2002, DEED provided unemployment benefits to more than 200,000 citizens.

BearingPoint will provide services to help DEED prepare for future growth and change, eliminate unnecessary business processes, and migrate to new, enabling technologies. The company will implement a complete unemployment insurance tax system along with employer and claimant self-service applications.

"The new system will enable us to provide enhanced customer service by creating various self-service channels and reducing delays caused by manual processing," said Jack Weidenbach, director of Unemployment Insurance Programs for Minnesota. "It will also reduce the amount of time and effort it takes for customers -- both employers and applicants -- to interact with the UI program.

"The new system will provide program employees with better tools to do their work. These enhancements will result in substantially better program integrity, as well as less cost for the customer and the program," said Weidenbach.

The state will utilize the Unemployment Framework for Automated Claims and Tax Services (uFACTS) solution. uFACTS is an industry-specific framework designed to help unemployment insurance organizations provide a wide range of services to diverse constituents while complying with a plethora of federal and state rules and regulations. The solution is built around four basic software application services that correspond to the key business activities of an unemployment insurance program, including benefits, tax, integration, and administrative services.
