All 116 local election jurisdictions use paper-based voting systems and must upgrade or replace these voting system to meet the January 1, 2006 HAVA deadline. To date, the state of missouri has received over $62 million in federal funds under HAVA. Most of these funds will be made available to local election authorities to upgrade their voting systems to fully comply with HAVA."
