NECCC was formed in 1998 in an effort to build on the successes of the Conference on Electronic Commerce held in 1997. The group's initial goal was to facilitate cooperation between states and the private sector as the industry moved toward electronic commerce. Today NECCC continues that tradition by serving as a strong alliance of federal, state and local associations dedicated to the advancement of electronic commerce in government. Revising its mission in 2004, NECCC is a consortium of national organizations and public and private sector leaders identifying best practices for strategic change within government. The board of directors is represented by members from the National Association of State Auditors, Comptrollers and Treasurers; National Association of Secretaries of State; and the National Institute of Governmental Purchasing.
NECCC holds an annual Conference each year to provide a forum for the presentation of work group issue papers that are prepared during the year. This year's conference is being held in Boston on November 14-16, 2005, at the Omni Parker House. Hosting the conference is Massachusetts Chief Information Officer Peter Quinn; Martin J. Benison, state comptroller; Ellen Bickelman, state purchasing agent; A. Joseph DeNucci, auditor of the commonwealth; William Francis Galvin, secretary of the commonwealth; and Ellen Phillips, deputy state purchasing agent.
The conference theme is "Transformation of Government: Savings, Services and Solutions," and the program agenda promises to address the industry challenges as well as promote best practices actually applied by state and local jurisdictions.
