According to a letter from Mittleman introducing the plan, it provides a "framework of goals and initiatives to help advance Governor Pataki's agenda for a government without walls.

"This year's plan features several large-scale technology projects designed to provide shared, cost-effective technology solutions for the enterprise," says Mittleman in the introduction, citing the Statewide Wireless Network (SWN); plans for a statewide financial management system; enterprise identity and access management capability; replacement of conventional telecommunications services with voice-over-Internet protocol (VoIP/IPT); and a new data center to support mainframe operations and server consolidation.
