Brown joined the Raleigh Police Department in 1972 and was named chief in 1994. After retiring in 2000, he managed a law enforcement consulting service. He is a graduate of the FBI's National Academy and National Executive Institute and the U.S. Secret Service's Dignitary Protection School.
