Todd Sander Joins AMBER Alert Consortium as National Director

Former Tucson CIO to lead national expansion of child-saving technology

The AMBER Alert Consortium, a public/private partnership deploying a state-by-state alert system linking law enforcement and citizens in the common goal to rescue kidnapped children, yesterday announced the appointment of Todd C. Sander as National Director. Previously, Mr. Sander served as Chief Information Officer for the city of Tucson, Arizona, where he implemented and managed information technology and emergency communication systems supporting service delivery by the city's 5,900 employees and an annual budget of $1 billion. As National Director for the Amber Alert Consortium, Mr. Sander is charged with introducing states to the Consortium's AMBER Alert technology, overseeing technical management of the network, day-to-day activities of Consortium staff and representing the Consortium in discussions with the private and government sectors. He will also be the Consortium's senior staff representative participating in the national All Alert Pilot Project being developed on the AMBER infrastructure.

"Todd Sander is a committed state and local government leader with an impressive record of success wherever he has been," said Doug Robinson, Executive Director of the National Association of State Chief Information Officers (NASCIO), which is the lead organization in the All Alert Pilot. "His technical and management skills, as well as his deep concern for the safety of our nation's children, will make him a critical part of both the AMBER Alert Portal and All Alert pilot's success."

During the last 10 years, Mr. Sander has developed and implemented public policy initiatives in state and local government in areas including integration of criminal justice networks, intelligent transportation and multi-jurisdictional geographic information systems. He has also been responsible for directing public information and media relations activity. As Deputy CIO of the State of Washington he oversaw the development of statewide information technology policy and was an early pioneer of electronic delivery of government services. Mr. Sander led a team of 430 employees, deploying a budget of $100 million to assess markets, customer needs and satisfaction, deploy pilot technologies and create new service initiatives.

Before his tenure with the state of Washington, Mr. Sander worked as a senior consultant for Booz-Allen & Hamilton, providing technical advice to Department of Defense client agencies regarding real-time counter-narcotics operations. Previously, he served as an operations manager for the U.S. ARMY Intelligence Center at Fort Huachuca, Arizona, and as a Russian linguist for the U.S. Air Force.

He is the winner of numerous technology awards and citations, including recognition as the "Public Technology Incorporated National Public Technologist of the Year," and has won the "Doer, Dreamer and Driver of IT in Government" award from the Center for Digital Government. The U.S. Air Force has twice recognized Mr. Sander's achievements and contributions with Medals of Commendation and Good Conduct. He holds a Bachelor of Science in Information Systems Management from the University of San Francisco and is a graduate of the U.S. Defense Language institute.
