Since 1989, Carr has been employed by the City of Las Vegas, Nevada, where he has worked in various information technology roles, including division manager, project manager and management analyst. In May 2006, he was named deputy director and deputy chief information officer with oversight of a $6 million operations budget and a $5 million department capital budget.
Under the direction of the City of Arlington Deputy City Manager, Carr will direct many core information technology functions for the city. The IT Department focuses on research, development and implementation of technologies to support municipal operation and administration. The department has 53 employees and an annual operating budget of $8 million.
Arlington City Manager Jim Holgersson said the new CIO will be a leader in cooperative information technology endeavors. He will provide expert guidance to the Mayor and City Council on automation and information management strategies to enhance municipal government operations.
"Information technology is one of the key drivers of our economy and our success as an organization," Holgersson said. "It's important for us to take full advantage of the technologies that will benefit all sectors of our organization. Louis Carr has the leadership skills to help get us there."
Carr brings to the City of Arlington more than 25 years of progressive technological knowledge and management experience. He has a bachelor's degree in Electrical Engineering from Stanford University and a minor in computer science. Carr is a native of Nevada. He and his wife of 4 years, Janice, and their family are anxious to become a part of the Arlington community.
