Jefferson County, Texas, OKs $2.3M Records Management Spend

The software, which will be implemented by Tyler Technologies, is needed because the current in-house system is outdated and some IT department staffers are unfamiliar with the old system's coding language.

(TNS) — Jefferson County, Texas, is ready to implement its new records management software that is expected to cost about $2.3 million in the 2019-2020 budget.

Commissioners on Tuesday unanimously approved a contract with Tyler Technologies after being in talks with the county for several months.

The software — which carries a nearly $1.8 million one-time price tag, an annual fee of $501,778 the first year and $669,037 the second year — is expected to foster greater connections and improve workflow, among other uses.

Once the 16-month implementation process is completed, the software will be used by the offices for the county and district clerk and courts; justices of the peace; district attorney; sheriff; corrections and civil services; and constables.

Tasks that can be carried out by the software include providing location tracking for case files, case file status, booking checklists, setting and posting bonds, an interactive inmate roster and inmate location and activity tracking to name just a few.

The software, which had a nearly $4 million price tag when cost was originally discussed this summer, is needed because the current in-house system is outdated.

Jefferson County Judge Jeff Branick previously said the coding language used by the county’s current system is one that younger programmers aren’t familiar with, so it’s more challenging to hire people who know the system.

However, the county’s information technology department’s expertise is one of the reasons the cost was lowered, as they can conduct much of the extra implementation process themselves after being taught how to do it by Tyler staff.

As it stands, 85 counties, comprising 89 percent of Texas’ population, use Tyler Technologies’ services, sales executive Stephen Stehling said.
