Goochland County, Virginia to Implement Land Management System

Goochland County, Va., is implementing a land management system based on NovaLIS Land Development Office.

Since 1990, the population of this rural county has increased by over twenty percent. The majority of the growth has been in the residential Eastern area of the county which is on the Western edge of the Richmond Metropolitan Area. The county's land records management system was not adequate and was causing inefficiencies in workflow. In the Spring of 2005, in order to better manage the information, Goochland County selected NovaLIS Land Development Office.

"When I joined Goochland County in 2003, we had GIS data, but it wasn't accessible to departments other than GIS," says Qiana Foote, GIS Coordinator, Goochland County. "The [previous] system was antiquated and wasn't solving the county's problems. The GIS information was stagnant and processes were redundant. With Land Development Office, the GIS information will be accessible throughout the county departments and the workflow will ensure that the right hand knows what the left is doing."

The goal of the system is to streamline planning, zoning, permitting, inspections and other related functions. The focus of the customized product will be to manage business workflow analysis, documentation of functional requirements and project management.

"The enthusiasm we've had from the county has been impressive," says Steve Benner, Senior Consultant - Technology Services for Timmons Group. "Goochland County is more rural than many Land Development Office sites, but they had the foresight to recognize that development could become a problem if not properly managed. They made a preemptive decision to ensure that the quality of life for their citizens remains high."

The entire system will be installed and integrated with other county systems, such as planning and zoning, building permits, and assessment.
