Kim McKinney Named New York State's Public-Sector CIO of the Year

Over the past 12 years McKinney has taken county technology from a mainframe, green-screen environment to a complex, stable, fast and reliable networked environment with her staff providing support to over 100 applications.

Broome County, N.Y., CIO Kim McKinney was named New York State Public Sector CIO of the Year this week at the annual GTC East conference in Albany. Over the past 12 years, McKinney has taken county technology from a mainframe, green-screen environment to a complex, stable, fast and reliable networked environment with her staff providing support to over 100 applications that allows the county to better serve the constituents of Broome County.

As the immediate past-president of the New York State Local Government Information Technology Directors Association (NYSLGITDA), McKinney has been a true leader, raising local government participation in New York state agency issues.

Her work in Broome County includes successfully implementing a six-year capital plan for updating computer technology. She also worked to consolidate emergency, police and fire dispatching for all municipalities from the new county-run public safety facility and has restarted efforts to build a disaster recovery site for the county. She worked closely with the Office of Emergency Services on a grant to implement high availability/disaster recovery solutions for the public safety environment that includes a 911 call center, Sheriff
