DHS Risk Lexicon--Missing Words

It is amazing to me that DHS can have a second edition lexicon of terms that is missing key words in our emergency management vocabulary.

Words do matter.  It is one of the reasons that common terminology is key to the Incident Command System (ICS) working efficiently.  Don't order a tanker when what your really need is a tender.

DHS has published an updated version of their Risk Lexicon.  The only thing I find interesting is the three words that I went looking for are not there.  The first being "Prevention."  It is not in the lexicon, even after DHS tried to replace the word mitigation with prevention back in the early history of the organization.

Then I saw the term "natural hazards" but could not find "all-hazards" or "multi-hazard."  How is it possible to have a risk lexicon and not have those words defined?

The one thing I did enjoy was how they defined mitigation as a "Golden Thread" (which is my term) that has it running throughout everything we do as emergency managers to reduce the impact of disasters.  Not just a structural, pre-disaster phase of emergency management.
