SUBJECT: FEMA Transition Leadership

As we move into the next phase of the transition to a new Administration, our responsibility to ensure consistency of our mission and continuity in our operations remains. We have spent many months preparing for the inevitable change and uncertainty that comes with any change in leadership and I am confident we will continue building upon our success of the last three years.

A key component of our continued success is FEMA's outstanding cadre of senior career leadership. I will rely upon this group of leaders to help me continue moving FEMA forward until new political leadership is identified and in place. As I have promised, I am providing you with a list of the FEMA career leadership team, and an updated organizational chart that is effective as of today, Wednesday, January 21, 2009. Please continue to provide these leaders your full support.

In addition to the many career leaders stepping into acting roles during the transition, there will be several career staff in the FEMA front office supporting myself and Dave Garratt including:

Brian Scully - Senior Advisor to the Administrator
Mark Peterson - Advisor to the Administrator
Marty Bahamonde - External Affairs Liaison/Advance
Rafaela Monchek - Special Assistant to the Deputy Administrator

In addition to the new faces, we are fortunate to have the continued leadership and support of Bob Shea, Patty Kalla, Elizabeth Edge, Pamela Harris, Kathy Andrews, Dacia Lancaster, and Rhonda Martin.

I expect new political leadership to join FEMA shortly after the Inauguration and will communicate the arrival of the new team as information becomes available.
