Notes: FEMA Webinar

Jodie Ryan was nice enough to take notes from a recent FEMA Webinar and has shared them with you below:

"The Department of Homeland Security Office of Infrastructure Protection SEMINAR 1: ENGAGED PARTNERSHIP FOR DISASTER RESPONSE"
· Updates have been made to the Critical Infrastructure Key Resources (CIKR)
· There are 17 sectors in the CIKR that support the US Government, economy and society. Coordination between Sector Specific Agencies (SSAs) such as DOD, DOE, EPA, DHHS is outlined in the CIKR Annex.
· Coordination of agency related ESFs and Owners and Operators is also outlined, to create the most effective response to disasters and the most efficient return to business and community functions.
· There is a new position called the Infrastructure Liaison. This role will be deployed to support Joint Field Office functions and will be responsible for expediting communications between entities such as the Dept. of Transportation (an SSA performing ESF 1 functions) and Owners and Operators who need to utilize affected roadways to restore power to a local business, who will ultimately contribute to stabilizing the community and economy by returning to normal business operations. This example of interdependency of timely communications and response are being addressed by the CIKR.

· Affiliation Access is also being addressed and will be a new addition to NIMS. This will support expedited access to an affected scene for first responders, local business owners/operators and other responders responsible for ESFs.
· Three more Emergency Support Functions (ESFs) have been added:

1. ESF #13 Public Safety and Security
2. ESF #14 Long-Term Community Recovery
3. ESF #15 External Affairs

This is a brief overview. For further information, a Power Point presentation of this seminar will be available, along with comprehensive Annexes and references at the National Response Framework website: http://www.fema.gov/emergency/nrf/
