Much of the port grant process has not been that visible to emergency managers because they are working with other grants programs that they have to administer themselves. Port grants to date have required a 25% cash match (Ugh!). There is a little flexibility coming. See this AAPA item below:
FEMA To Issue Port Security Grant Cost-Share Waiver Process

An outline of the process for grantees to submit cost-share waiver requests under the Port Security Grant program is expected to be issued in an Information Bulletin from the Federal Emergency Management Agency (FEMA) within the next several weeks, according to C. Gary Rogers, Director, Grant Development and Administration for the Grant Programs Directorate.
The Bulletin is expected to say that Fiduciary Agents (Group I and II) or direct grantees (Group III, AOPs, and Ferries) must submit to their assigned Program Analyst a written request detailing for which grant(s) and what project(s) they are requesting the cost-share. For each requested waiver, the following project information must be submitted to FEMA before approval can be given:
-Description of how waived cost-share will change the current security posture
-Description of how waived cost-share stands alone on its own merit for security
-Concurrence from the AMSC (Group I and Group II) and COTP
-Revised budget
If the waiver is approved, a Grant Adjustment Notice (GAN) will be issued indicating the change in scope of the project(s). The process is not intended to issue "blanket" waivers for entire awards, but it is designed to review specific project(s) that merit a higher level of Federal support, as outlined in 46 U.S.C. 70107 (c).
