PRIMARY DUTIES: The Regional Law Enforcement CBRNE Planner is the key employee within the regional law enforcement community (King, Snohomish and Pierce Counties) dedicated solely to the coordination of the seventy eight law enforcement agencies in the region. The Planner performs in a lead capacity and also provides technical guidance on CBRNE issues, regulations, equipment and training to the Department and other law enforcement agencies throughout the region. The CBRNE Planner oversees multiple ongoing projects as well as the Regional CBRNE Planning Program to enhance regional preparedness for a CBRNE incident. The Planner is involved in the assessment of regional law enforcement capabilities, solidifying regional plans, writing Memorandums of Understanding/Agreement and actively reviewing training and equipment to ensure the regional law enforcement community has a capability level that is appropriate for the threat level in the region. The Planner provides regional support to all law enforcement agencies in the region in an advisory capacity as well as through equipment inventory management, training coordination, policy review, and the development and enhancement of plans and protocols. Additionally, the Planner writes proposals for federal grant funding and oversees expenditure of regional CBRNE specific grant funds. Expenditure of these funds involves the development of regional exercises, selection and purchase of equipment and the coordination and hosting of regional training and topic specific workgroups.
Research, analyze, evaluate data and provide recommendations or alternatives in the development of policy and/or procedure. This process involves conducting assessments of regional law enforcement agencies and their capabilities as well as assessing current capabilities alongside the objectives outlines in the Regional Law Enforcement CBRNE Planning Strategic Plan, and the Region 6 Homeland Security Strategic Plan. Coordinate inter-department and interagency planning efforts through regular contact with law enforcement agencies throughout the region, attendance at relevant working groups and subcommittees, and hosting/coordinating various workgroups to facilitate planning efforts. Interaction with other responder agencies and private industry it is an inherent part of the Planner position. The Planner has been asked to provide briefings at various committee level meetings for law enforcement only and mixed audiences. The planner typically addresses issues related to grant expenditure, plan development, equipment acquisition and distribution and after action reports. However, depending on the nature of the meeting or workgroup the topic may vary.
Coordinate, design and/or conduct training, drills or exercises throughout the region to provide opportunities for law enforcement personnel to learn and demonstrate their CBRNE response capabilities. These training and exercise opportunities are often made possible through grant funding and require compliance with grant guidelines and Homeland Security Exercise and Evaluation. Program (HSEEP) processes and documentation. This coordination included training/exercise site, drafting of all relevant/required documentation, advertising and registration of participants, logistics coordination, and participant compensation (when necessary) During the past year the Planner has coordinated 1 major drill, and put on over 20 training courses (ranging from 1 to 5 days each) providing classroom training and exercise opportunities for over 1000 law enforcement officers and other emergency responders in the region. Additionally, the Planner develops training materials relevant for law enforcement's needs including videos and other training materials to assist the regional law enforcement agencies training sections.
Develop and implement an asset tracking system for tracking and accounting for all regionally purchased CBRNE equipment. The Wisetrack system was selected and its implementation and final design was overseen by the Planner. This system is utilized to project future grant funding needs for regional sustainability. Figuring out and knowing what we have, where it is, how old it is and when it needs replacement .
The Regional Law Enforcement CBRNE Planner position was created through funding from State Homeland Security Grants to coordinate the ongoing regional planning associated with law enforcement preparedness, response and mitigation actions related to a Chemical, Biological, Radiological, Nuclear and/or Explosive (CBRNE) incident. The Homeland Security Grant for this position is expected to be ongoing and continuously funded in the future due to the historically high priority placed on this position by the Seattle UASI Region. However, if the Seattle UASI Region decides to not apply for grant funding for this position then it would be subject to elimination. Funding exists for this position through 2012. Funding is requested on a yearly basis and funding for an additional year is currently being requested.
POSITION QUALIFICATIONS & REQUIREMENTS:
⢠Must have a Bachelor's degree in strategic planning, urban planning, public administration, mathematics, business administration or related field, or work experience equivalency.
⢠Desired coursework related to: grant writing, strategic plan development, project management, Chemical, Biological, Radiological, Nuclear and Explosive Hazards, or comparable professional certifications.
⢠Three years of experience in program management, analysis or research related to emergency preparedness or urban security, urban planning, law and justice planning or other work directly related to strategic planning or a minimum of three years experience in military or law enforcement in a supervisory capacity with oversight of CBRNE or NBC activities.
⢠Must pass a physical exam by City-approved doctor.
⢠Must have a current driver's license.
⢠Must pass a background check.
DESIRED QUALIFICATIONS:
Five or more years of progressive experience in program management
or other comparably related fields.
