TOPOFF/NLE To be Reviewed

It looks like DHS Secretary Janet Napolitano is not a fan of the TOPOFF series

It looks like DHS Secretary Janet Napolitano is not a fan of the TOPOFF series of exercises based on her experience in TOPOFF 4. These are now being called National Level Exercises (NLE) if you are interested in keeping up with the name game.

The NY Times article, Re-evaluation of National Security Orderedpoints to her criticisms of the exercise following her participation in T4 (another shortened version of the name that you can now forget).

Having participated in the design and conduct of T2 I can understand some of her frustrations. What some senior people do not understand is that most of the benefit of doing an exercise is in the "getting ready" for the event. I used exercises as a way to engage people and organizations that I normally would have a tough time reaching, if it were not for the exercise.

And, we do need a NLE that allows all the levels of government to participate simultaneously without levels of government being simulated as an exercise artificiality.

This one will be interesting to watch as it "shakes out" for the future.
