Typically we give two elements short shrift when it comes to emergency management. Many mission statements have "Protect people, property and the environment" as key principles. But I think the "environment" comes in a distant third in the priority listing. Then there are the key aspects of emergency management; preparedness, response, recovery and mitigation. Again, mitigation is dragging way behind when you look at the overall work effort compared with other aspects of emergency management. Heck, in the recent Secretary of Homeland Security's memo on National Level Exercises (NLE) the word "protection" was used in lieu of mitigation.

Luke Meyers sent me the link. While now he is a local director, he was once a mitigation specialist. People who study and work with mitigation immediately see the long term benefits. Maybe we should all spend a "tour of duty" working on mitigation in order to catch the mitigation bug.
