A City Pandemic After Action Report

This is a great example of an "actionable" COVID-19 after action report.

The city of Kirkland, Wash., was the first in the United States that had to respond to the coronavirus as a community health emergency. The city engaged BERK Consulting to assist them in preparing a city pandemic after action report (AAR). Eric Holdeman and Associates (EHA) also participated in the preparation of the AAR. 

Heather Kelly provided a presentation to her City Council on Dec. 8. You can view her briefing at this link, "December 8, 2020 Kirkland City Council Special Meeting" — her presentation begins 1 hour and 58 minutes into the meeting. In Heather's presentation, she highlighted several of the successes that the city enjoyed. It started way before the onset of the virus with an active training and exercise program for city staff. During the event itself, which was difficult to respond to (remember they were first in the nation), they immediately activated their Emergency Operations Center (EOC), which facilitated the necessary coordination. If I remember right, they were activated for three months. 

Heather was also a guest on a Disaster Zone Podcast, "COVID Comes to the USA," where I interviewed her about the city of Kirkland's response to the emergency situation they were thrust into.
