I think of them primarily as a response-oriented platform. To their credit, they have been used in the National Capitol Region (since 2012) and at the Centers for Disease Control and Prevention EOC.
Note that they have a notifications application built into the software, but it is more for responders and not a general public messaging system.
The price for the software is by seat. For planning purposes only, you can perhaps get the software for 100 seats/people at an annual rate of around $150,000. Check them out if you are looking for different solutions other than the one you use now.
