First Casualty at Hawaii Emergency Management

Hawaii emergency management executive officer to retire.

The Hawaii Emergency Management agency's Executive Officer, Toby Clairmont has announced his intention to retire.

I'll let you decide if you want to read behind the lines, or not. The one item that is confusing to me is this quote from the linked article, "... his plans to leave his job with the federal and state government." I don't quite understand how someone can be an employee of both the "federal and state governments." 

Hawaii is a special place, so maybe there is a category of employment that I'm not aware of.
