Federal workers should be accustomed to the theatrics around the budget by now. We have had more than one budget "pull-the-rabbit-out-of-the-hat" drill in recent years.
And there are many people who think that these high jinks have no real impact on our nation's ability to function. "They [FEMA] have 2 streams of funding, one is a budget line and the other is the disaster fund. Those paid by the disaster fund continue to work . Only essential employees that are paid under the budget line item can work and all others are off. They can recall people if there is a need."
