Federal workers should be accustomed to the theatrics around the budget by now. We have had more than one budget "pull-the-rabbit-out-of-the-hat" drill in recent years.
And there are many people who think that these high jinks have no real impact on our nation's ability to function. As I've written before, all of this funny business is bad for efficient operations, not to mention the morale of staff.

"They [FEMA] have 2 streams of funding, one is a budget line and the other is the disaster fund. Those paid by the disaster fund continue to work . Only essential employees that are paid under the budget line item can work and all others are off. They can recall people if there is a need."
