Leaked FEMA Plan Would Open USA in Phases

Who, what, when and where are the issues.

This is now two weeks from the published date of the article, A leaked plan by FEMA and the CDC would reopen the US in phases, starting in May with schools and then parks and religious institutions but, I think it is interesting to see what criteria is mentioned.

As emergency managers, in recovery planning, we always assumed that to bring the economy of a region back to work, schools, housing and employment would have to be functional. They are interconnected. How you bring employment back "vigorously" without schools being in operation is I think problematic.

The grand experiment for "Reopening America" continues with four states loosening social distancing restrictions. Just remember that in this "experiment," we are the lab rats!

Watch these states for an uptick in illness in about three weeks. If it comes, then we'll see more rats (humans) dying from coronavirus, about another three weeks after that.
