Legally Appointed? The DHS Saga Continues

I won't argue the merits of the legality of who can appoint their successor and when ... it is beyond my qualifications. Having said that, here is a continuation of the issue of DHS Director and Deputy Director appointments, see DHS Mocks GAO Staffer After Watchdog Says Wolf, Cuccinelli Are Ineligible For Their Jobs

It is the tone of the communications that bothers me in the memo from the Department of Homeland Security (DHS) in a response to the Government Accountability Office (GAO). What makes it all suspect to me is the entire "tone" of the administration toward accountability for their actions and the dismissal of agency Inspector Generals (IGs) that reveals a pattern for ignoring procedures, precedence and the law. 

Like I said before, this is a small tempest in a teapot that will likely not be resolved before the November election, which might just make it all moot.
