Don't worry state and locals, the target for this new document is not you, but federal agencies. I noted in skimming it a little bit that the emphasis is on "coordination" and not "command and control." I agree with that concept--since there are few "control" mechanisms available.
Interesting to see that espoused in the document, when we have the other system NIMS pushing control, control, command.
I've said previously, I think there is going to be some tension between NIMS and how reality is and potentially a new emphasis in DHS/FEMA on coordination over command.
The Northern "Command" folks will need to figure this all out.
