The idea being that if the vaccine prevents transmission, give it to the population that is spreading the virus -- younger people. Just look at the issues that universities are having with the spread of the coronavirus on campuses that have opened up for in-person classes.
The article also noted that the Russian plan to speed up the production and distribution of the vaccine they have developed is leaving out phases of testing that ensure that the vaccine does not cause side effects that are worse than the cure.
