In reality the Federal Emergency Management Agency (FEMA) is just implementing the public policies put in place by Congress. It is kind of crazy that a Congresswoman is trying to stop a federal agency from implementing policies passed by Congress.
It is part of our confused world that no one wants to take responsibility for their actions and blame is shifted to others. In reality it should be "Stop Congress Now" event, but then, they are just idling along anyway doing little to make for positive public policy.
