Earlier I blogged on the new requirement to have a Threat Hazard Identification Risk Assessment (THIRA) and now the requirement has arrived.

Just a couple of updates from my last blog posting on the THIRA topic:

 

  • I'm going to keep pointing out the use of "cybersecurity" as a threat and this is no exception.  Cyber security is highlighted in this briefing as a threat.
  • It appears clear to me that local jurisdictions are to also complete a THIRA and they are to be taken into consideration by the states when they do theirs.
  • Catastrophic planning is mentioned as one of the planning steps, yet grant funding for catastrophic planning has been eliminated.  Yes, jurisdictions can do this on their own, but if it is "catastrophic" it requires regional approaches from the get-go.  
  • Performance measurement pressure is building with Core Capabilities and the requirement to track data in order for you to "measure."
  • OK, so prevention applies only to terrorism threats (as stated in the slide packet).  Where does protection fit in, in relationship to mitigation and prevention?  Wish I could have been on the call to ask that question.
