There are several items of note in the piece. One that a new Presidential Executive Order on Cybersecurity is being drafted. More importantly, I found Gen. Hayden's comments about who will lead on the issue of cybersecurity of interest. His point being that government is hamstrung in its ability to be effective due to privacy limitations.
If what he says is correct, then it won't be until there is a catastrophic cyber-attack before the rules/laws are changed.
