Rhode Island Gov. Donald L. Carcieri yesterday praised United Healthcare of New England's decision to withdraw their proposal for a $36.8 million extraordinary dividend, and urged the company to use those funds to strengthen Rhode Island's health care system. The dividend plan -- to which Governor Carcieri had publicly objected -- was subject to the approval of the state Health Insurance Commissioner.
